Scam or fraud: Mahadiscom / MSEB / MSEDCL — Inflated bills

Hello Sir/Madam,
This is in regards to the electricity bill at my Showroom in Pimpri(pune)
I have been occupying the space for the last 6 years and the average bill was not more than Rs 5-6 thousand (max being 11000/-)
Since December 2015 there has been a major issue with bills.
I received a bill of Rs @ 65000/- in the month of december 15.After following it up with your department for more than 3 months they finally came to a conclusion that the meter was faulty and reduced the bill to @10000/-.
There was no problem for about a month but again I received a bill of @ 40000/-, 30000/, 16000/- in the subsequent months.After continueouly following it up with the concerned officers they forced me to pay all the bills assuring me that I would get a credit in the next bill.I have yet to get any credit up till now.For the month of September 16 I received a bill for Rs 6527.00 for 570 units and again in the subsequent month of October I received a bill of Rs 16090/- for 574 units.They also forced me to make a payment of Rs 11000/- for a capacitor which they are yet to install even after more than 3 months since I have made the payment.
You are requested to look into the matter as it has cost a lot of mental agony to me at the age of 69 years
Please direct the concerned department to refund all the extra charges as I have made a payment of @ 120000/- in 4 months as against @ 60000/- which is my average bill for the entire year in the previous 5 years.
