Scam or fraud: Indian Railway Catering & Tourism Corporation [IRCTC] — Unhygenic condition of the railway station and the train insides

Complaint Details:
I travelled from bangalore to Hyderabad on 22nd of Dec 2016 .we travelled in Rajadhani express and it was a pleasant experience to us.. the food that was provided was good in terms of quality and taste. The bedspread and quilts given also was very good.. we enjoyed our journey.
We left from Hyderabad on 25th evening and this time we chose GARIBRATH. As the name was the train. It was a very bad experience for us.. we had to pay 25 Rs extra for obtaining bed sheets and quilts per person which was still fine… but atleast we expected them to be clean any hygienic.. we bought them mainly because we had a 4 year old kid with us. When we bought them there were bed bugs in the quilts and the spreads.. which not my 4 yr old niece and she developed rashes. There were lots of bed bugs on the sides of the coaches also. The train was very dirty. All over it was a very disappointing experience.. I really don’t know if this complaint will make a difference.. but i really wish it would . The PNR NUMBER IS 4126955986.
