Scam or fraud: Hyundai Motor India — cancellation fees charges

Complaint Details:

At the time of booking sales person Mr. sandesh Sarsekar
Committed that he has taken approval from his Vice president ma’am regarding waiving off cancellation charges if I do cancellation in future and now he is saying that I have committed but we have invoiced your car and you have to pay the charges .

How could they invoice the car before my finance get apprived or sanctioned or any documentation ? And why do I pay the charges when they have committed that there won’t be any cancellation fees ?
